Management buffers carry control-plane traffic like SNMP polls and internal node signaling rather than user data, so a high value here points to control-plane load rather than user traffic as a resource pressure source. For example, a sudden jump in this gauge right after enabling a new, chattier SNMP polling interval would implicate the monitoring station itself as the cause.
