Because PVCs are provisioned resources rather than dynamically fluctuating like switched calls, this peak gauge mainly serves to confirm the node has ever actually reached its fully provisioned PVC count, useful when auditing whether all expected PVCs were ever simultaneously active as designed. For example, a maximum of only 18 PVCs recorded when 24 were supposedly provisioned would suggest 6 provisioned PVCs have never actually come up simultaneously, worth investigating.
