BER is the direct measure of how many bits are being corrected/errored per bit transmitted after FEC decoding, making it a more application-relevant health metric than Eb/No alone -- a link can show acceptable Eb/No while still delivering a BER too high for the carried application, such as certain data protocols, to tolerate. A Multiplier reading of 50 would correspond to a BER of 5x10^-9, a very clean link, whereas a reading in the millions would indicate a BER approaching a level where actual data errors become noticeable to the end application.
