This counter counts the total number of IP packets the router has received on its Ethernet interface, i.e., inbound from the local LAN toward the satellite/Endstation side. Pairing this with cdd564TotalPacketsToEthernet lets an admin see the traffic balance across the router: a site mostly consuming satellite-delivered content will show this counter growing far more slowly than the outbound one, while a site uploading data will show the reverse. If a local host starts flooding the LAN due to a misconfigured application retry loop, this counter would spike well above its baseline rate before the effect is even visible on the satellite link utilization.
