Because Telnet sends login credentials in plaintext, an admin who has standardized on SNMP or another secured management path typically sets this to disabled(0) to remove an unencrypted access route into a router that may be reachable over a shared or leased satellite link. For example, disabling Telnet here closes off a plaintext-credential attack surface without affecting the unit's SNMP-based management at all.
