Paired with the inbound profile binding on the previous OID, this is what actually enforces a subscriber's advertised download speed at the ONT's Ethernet hand-off, independent of whatever the PON-level DBA profile grants for upstream. Binding a 100 Mbps outbound profile here caps that port's download throughput at 100 Mbps even if the subscriber's DBA/upstream settings would otherwise allow more aggregate PON bandwidth.
