Because untagged subscriber traffic arrives with no priority marking of its own, this is the only way to give that traffic a specific QoS priority once it's tagged into the native VLAN, for example prioritizing a triple-play ONT's voice-bearing untagged traffic above best-effort data on the same physical port. Setting this to priority 5 on a profile serving voice-capable ONTs would give their native-VLAN-tagged traffic higher forwarding priority than a data-only profile left at priority 0.
