Enabling flow control lets a congested port ask its link partner to briefly pause sending, which can prevent tail-drop packet loss during short bursts, but if the link partner ignores or is confused by pause frames it can instead cause head-of-line blocking that looks like intermittent slowness rather than clean packet loss. Enabling flow control on a business-class ONU port connected to a switch that also honors PAUSE frames can smooth out brief traffic bursts without dropped packets, whereas enabling it against a device that ignores PAUSE provides no benefit.
