This is the field that actually connects the two profile tables in this MIB - the bandwidth guarantees defined under a DBA profile (eponDbaProfileFixRate/AssureRate/MaxRate) only take effect on an ONU once that ONU's line profile references the DBA profile's ID here. Setting this to the ID of the 'Gold-Tier-DBA' profile means every LLID using this line profile now gets that DBA profile's fixed, assured, and max bandwidth rates instead of whatever profile it referenced before.
