This reports, in hundredths of a second, how long it's been since this port's traffic counters were last zeroed via cat2600TsPortResetStats or cat2600TsPortResetAddrs. An admin uses it to sanity-check whether a counter value like cat2600TsPortForwardedFrames represents a meaningful rate -- a huge frame count over a timer showing only a few minutes since reset indicates a much higher traffic rate than the same count accumulated over days. For example, a reading of 360000 ticks means exactly one hour has passed since the counters were last cleared.
