What is cadIfDownChannelPCEmerAllowedUsage?
Configures the maximum percentage of downstream channel bandwidth that may be used by emergency telephony service flows (such as E911 calls). This ensures emergency calls can always be admitted while preventing them from consuming an unlimited share of channel capacity.
