What is bwaVLMinimumIntervalBetweenATPCMessages?

This sets, in seconds (range 1-3600), the minimum spacing between consecutive ATPC Power-Up/Power-Down messages an AU/BU sends to an SU/RB, preventing the power-control loop from adjusting too frequently.
