What is pppLqmLostPeerOutPkts?

This counter tracks how many packets transmitted by the remote peer on this PPP link were determined to be lost, i.e. lost inbound traffic from the peer's side. It complements pppLqmLostOutPackets (local outbound loss) by covering the opposite direction.
