What is atmQosVccOutMcr?
This is the Output Minimum Cell Rate (MCR) in bits per second guaranteed to a vbr-nrt(3) connection, the floor below which the network commits to always accepting cells. A low atmQosVccOutMcr on a congested ATM trunk means this VCC's traffic could be squeezed hard during contention, while a high value reserves more guaranteed bandwidth. For example, a value of 64000 reserves a 64 kbps minimum for this connection even under heavy load.
