What is bdbufferSmMax?

This OID records the configured maximum limit for small buffers on the device. The device will not allocate beyond this limit even if physical memory is available, making it a capacity planning boundary. Example: a device configured for max 20,000 small buffers cannot dynamically grow beyond that, even if traffic demand increases.
