What is bdlocIfRestarts?
This counter tallies the number of times the interface was completely restarted (brought down and back up), which is more severe than an internal reset. Network admins use it to track port reliability. Example: bdlocIfRestarts = 1 indicates the port was completely restarted once; if this increments frequently, the port should be replaced or the connected device debugged.
