What is bdlocIfOutBitsSec?

This gauge provides a 5-minute exponentially-weighted moving average of output traffic in bits per second. Operators use it for egress capacity planning. Example: bdlocIfOutBitsSec = 3000000 indicates average outbound throughput is 3 Mbps; if this approaches link capacity, bandwidth upgrades may be needed.
