What is bdlocIfLastOutHang?

This integer specifies the elapsed time in milliseconds since the last output packet failed to transmit on the interface. Operators use it to detect transmission hangs or retransmission loops. Example: bdlocIfLastOutHang = 0 means no recent output hangs have occurred; a non-zero value indicates the interface had trouble sending packets at that time.
