What is bdlocIfFSIPcts?

This enumeration indicates the status of the CTS (Clear To Send) signal on the FSIP line: up(2) when the remote end is ready or down(3) when not. Operators use it to detect handshaking failures. Example: bdlocIfFSIPcts = down(3) indicates CTS is not asserted, meaning the remote device is not ready to receive; transmission is blocked.
