Description: The current Adminsitrative state of the network element.
What is trapNetworkElemAdminState?
This read-only field per TMN standards shows administrative state when the trap occurred: locked(1)=unavailable, unlocked(2)=available, shuttingDown(3)=stopping. Explains intent. Example: shuttingDown(3) means the device was being intentionally taken offline.
