What is ripIfAllResetTime?

Reports, as a TimeTicks value, the time elapsed since the last system reboot -- the age reference for the ripIfAllStats counters, which (unlike the ripIfStats group) cannot be cleared by ripIfStatsReset and only reset when the router itself restarts.
