What is systemTroubleLed?

This reports the state of the front-panel system trouble LED, which lights if communication with the radio has failed, the PLDRO has lost lock on the radio, or the IF card synthesizers are unlocked. An admin who sees this LED on should check the alarm group objects (like radioLostCommunication, radioPLDROLostLock, or the ifTxSynthesizerUnlocked/ifRxSynthesizerUnlocked pair) to find which specific condition tripped it.
