Description: This is the sustained cell rate (SCR) associated with the switched virtual channel (SVC). This is used for realtime Variable Bit Rate (rtVBR) traffice. For AAL2, this includes bandwidth for all CIDs within the SVC. For AAL1, there is only one channel per SVC (and no concept of a CID).
