What is thresholdTotalPacketTransmitted?
A read-write unsigned 32-bit threshold for cumulative lifetime outbound packet limit. Operators set this to cap total packets transmitted. Example: threshold of 1,000,000,000 packets enforces lifetime outbound packet cap.
