What is thresholdPortsInUse?

A read-write unsigned 32-bit threshold for maximum allowed ports in use simultaneously. Network engineers set this to limit port consumption and prevent resource exhaustion. Example: setting threshold to 1500 on a 2048-port device enforces 73% utilization cap.
