What is thresholdPacketsTransmittedPerHour?
A read-write unsigned 32-bit threshold for hourly outbound packet rate limit. Operators set this for sustained egress packet control. Example: threshold of 12,000,000 packets/hour enforces hourly outbound packet cap.
