What is thresholdFailedOutgoingCalls?
A read-write unsigned 32-bit threshold for maximum tolerable failed outbound calls. Network engineers set this to alert when failures exceed acceptable levels. Example: threshold of 50,000 failed calls triggers an alert if this failure count is reached.
