What is acdRegulatorRowStatus?

This status field controls the lifecycle of the regulator—whether to create it, keep it active, or delete it from the system. Network engineers use this to add new traffic shapers without restarting services or to cleanly remove old configurations. For example, setting this to createAndGo immediately activates a newly configured regulator.
