What is acdRegulatorIsBlind?

This boolean flag enables or disables blind mode, which means the regulator ignores any QoS markings already present on incoming packets. Network engineers enable this when they want to enforce their own QoS policy regardless of upstream marking. For example, a value of true forces the regulator to apply fresh QoS tags to all packets.
