This OID counts how many of the latency samples exceeded the configured threshold limit during the measurement period. You check this to quantify how often the network is violating performance targets, not just whether it happened at all. For example, if the threshold is 30ms and this counter reads 25, it means out of perhaps 100 samples, exactly 25 were slower than 30ms, indicating a 25% failure rate on that metric.
