Description:

specifies lowest Logical Channel Identifier to be used for switched virtual circuits.

What is accX25SvcBase?

This OID defines the lowest logical channel number that can be assigned to switched virtual circuits on this port. Engineers set this to reserve lower channel numbers for permanent circuits while dedicating higher ranges to dial-up or dynamic traffic. A value of 257 means SVCs will use logical channels starting from 257 upward.
