What is accX25CircuitState?

This OID tracks the current operational state of the X.25 circuit (active, inactive, failed, etc.) as an integer enumeration. Network engineers monitor this value to detect circuit outages and verify that critical links are up and passing traffic. For example, a value of 1 typically means the circuit is active, while 2 might indicate it is down or transitioning.
