What is accXnsUbRipHelloIns?

This OID counts hello packets received via the RIP protocol, which are keepalive messages that maintain neighbor relationships. Absence or drop in these packets signals a link problem or neighbor failure that the network should detect and reroute around. For example, normally receiving 10 hello packets per minute, a sudden drop to zero indicates the neighbor is unreachable.
