What is accXnsUbRipConHelOuts?

This counter measures congested hello packets sent on the Ungermann-Bass interface—special keepalive messages sent when the interface is experiencing high traffic. Engineers use this metric to identify periods when the network was congested and understand how the device responds to congestion conditions. A value of 150 indicates the device has sent 150 congestion-notification hello packets, showing there were times when the interface was under heavy load.
