What is accIpsecStatsIllegalPads?

ACC-IPSEC::accIpsecStatsIllegalPads counts packets dropped because the ESP (Encapsulating Security Payload) padding—added for encryption block-size alignment—was malformed or had incorrect content markers. This usually indicates the encryption key is wrong, the packet was corrupted, or the peer device is using a different encryption algorithm than expected. For example, a value of 8 might appear if the peer accidentally rebooted and the IKE handshake didn't complete, leaving old keys in use.
