This unsigned 32-bit parameter sets the lower alarm boundary for unknown UDP port traffic detection. Combined with the high threshold, it creates a band for distinguishing normal from anomalous UDP behavior. A low threshold of 10 packets might protect against complete loss of baseline UDP scanning activity.
