Description: The HA preempt enabled flag

What is axHAPreemptStatusEnabled?

This read-only INTEGER flag indicates whether preemption is enabled, controlling whether the primary device reclaims leadership after temporary failures. Preemption set to 1 means the originally designated primary automatically becomes active again, while 0 keeps the secondary running if it took over. This affects failover stability and traffic disruption during recovery.
