This sets the fixed S1 byte quality-level value - unk, prc, ssua, ssub, sec, or dnu (the default) - to transmit when zxr10SSMTransS1CfgOpr is set to manualssm. An admin sets this to force the interface to advertise a specific quality level regardless of actual conditions.
