Description: The quality limit value of the out clock. Its default value is 11.

What is zxr10SSMOutClkQualityLimit?

This sets the minimum acceptable quality level - unknown, prc, ssua, ssub, sec (the default), or dnu - a source must meet to drive this output clock. An admin raises this limit above the default sec to keep only higher-quality sources (like prc) eligible for this output.
