What is voiceVlanRowStatus?
This read-create TPRowStatus value manages the lifecycle of an OUI configuration entry, supporting active(1) and notInService(2) as both readable and writable states, plus additional states for row creation and deletion per the standard row-status convention. Admins use it to add a new OUI matching rule or remove one no longer needed. Setting this to active(1) after populating voiceVlanOui, voiceVlanOuiMask, and voiceVlanDescription puts the new OUI rule into effect.
