This INTEGER is a running count of LLDP neighbor entries the local device has discarded, per the source description 'the number of neighbors the local device has discarded.' An admin can use it to detect when the neighbor table is exceeding capacity or rejecting entries, which points to either a resource limit or malformed LLDPDUs from a neighboring device. For example, if this counter rises sharply on a switch connected to many small unmanaged devices, it may indicate the LLDP neighbor table is being pruned due to overflow.
