What is swAnnualSummerTimeStart?

This 4-octet value encodes a fixed calendar date and time when daylight-saving time starts each year, as day-of-month, month, hour, and minute; it isn't instantiated unless swSummerTimeStatus is set to annual. Admins use this mode for regions whose DST transition is a fixed date rather than a recurring weekday rule. The example 01 02 0e 1e encodes February 1st at 13:30 as the fixed annual DST start date and time.
