What is snmpNotifyRowStatus?

This RowStatus value controls the lifecycle of a row in the notify table, and a manager must set it to createAndGo(4) or createAndWait(5) to create a new entry. An admin uses it to add or remove notification configuration rows via SNMP. For example, a management application would set this to createAndGo when provisioning a new notify tag/type pairing.
