Note: docsDevSwOperStatus shows inProgess(1) even if the download itself has finished and MTA is waiting for user to hang up.

What is saCmMtaSwUpgradeControlTimer?

This value, in seconds, controls whether and how long the modem delays rebooting after a software download completes, based on whether phone endpoints are currently off-hook. Admins use a nonzero delay to avoid interrupting an active phone call with a disruptive reboot, letting the modem wait until all lines have been on-hook for the configured duration before rebooting. The default 0 (DOCSIS default) always downloads and reboots immediately; setting it to 300 delays the post-download reboot until all phone lines have been on-hook continuously for 5 minutes.
