What is rsHdlcIfLowerIfIndex?

This InterfaceIndexOrZero value identifies the ifIndex of the underlying interface over which this HDLC interface is layered, with zero meaning no layering. An admin configures this when creating an HDLC interface entry to specify which physical or logical interface (such as a T1 circuit) carries the HDLC framing. For example, setting this to the ifIndex of a T1 port stacks the new HDLC interface directly on top of that T1 line.
