What is rcTacacsServerPortNumber?

This sets the TCP port number the device connects to on this TACACS+ server, defaulting to port 49 (the standard TACACS+ port), with 0 meaning the system default is used. An admin changes this when a TACACS+ server is configured to listen on a non-standard port, for example behind a firewall rule or load balancer that remaps the service to a different port. For example, an admin might set rcTacacsServerPortNumber to 4949 for a server entry if their TACACS+ daemon has been configured to listen on that alternate port instead of the default 49.
