What is rlArpSpoofingMacAddr?

This read-create PhysAddress specifies the MAC address the device includes when sending the spoofed ARP reply; if omitted or set to 0.0.0.0, the device uses the interface's own MAC address. Admins set this when they want the spoofed replies to point to a specific MAC rather than the switch's own interface MAC. For example, leaving this at 0.0.0.0 makes the switch's own port MAC the answer given for the protected IP.
