This attribute identifies the action that is to be initiated for flows that are determined to be out-of- profile with regard to metering criteria being applied to the flow.

Actions must be defined in the qosActionTable prior to being referenced by this attribute. An out-of-profile action is required if metering is requested (i.e., the associated meter's qosMeterDataSpecification object is `committedRate` or `peakRate`). A non-zero value for this attribute must be provided unless an out-of-profile (meduim conformance) action is specified and associated with a meter identified by the qosTargetMeter attribute.
