This OID sets the wait-to-restore timer, in whole minutes from 1 to 12, that this R-APS instance waits after a failed link recovers before reverting traffic back to it. An engineer increases this value on flaky links to avoid rapid switchback-and-forth (flapping) once the link starts working again.
