Description: The maximum bandwidth on an interface is updated in real-time by the I3 Stub. In order to increase performance and reduce network traffic, this parameter determines the minimal percentage change of maximum bandwidth that causes a new LSP to be originated.

This sets the minimum percentage change in an interface's maximum bandwidth, as reported in real time by the I3 stub, that's needed before a new LSP is originated to advertise it. It exists to damp down LSP churn from small, insignificant bandwidth fluctuations on Traffic-Engineered links.
